Railway Concessions

Only a person having a disability certificate is entitled to railway concessions. There are 4 different forms for railway concession; a different form for each kind of disability. One must fill out the form according to the disability mentioned in the disability certificate. The person with disability and his/her escort are both entitled to railway concessions. The concessions are meted out in the manner below-

  • Physical disability (download form): The disabled person and his/her escort are both entitled to 50% discount in the first and second class AC compartments. For other compartments, they are both entitled to 75%discount.
  • Mental disability (download form): The disabled person and his/her escort are both entitled to 75% discount.
  • Full hearing and speech disability (100% disability – download form): Only the disabled person is entitled to 50% discount
  • Full visual disability (100% disability – download form): The disabled person and his/her escort are both entitled to 75% discount.

* These discounts cannot be availed in the rajdhani, shatabdi and janshatabdi trains except by people with physical disability.
* These discounts are not available in IInd or Ist AC compartments

NOTE: If you are told that disabled persons are entitled to discounts on trains only for journeys related to medical purposes, this is incorrect. In such a situation, one should meet the supervisor or consult the railway book of rules, which is available at the railway station.

Insurance

Many insurance companies offer insurance plans for children within the age of two years. If a child is diagnosed with a disability within two years from when he/she was born, there is an insurance plan where the insurance company will pay for the money spent on the treatment for such child. The insurance company can pay up to Rs 70,000 to Rs 75,000, along with the monthly premium being paid.

BUS Concessions

People with a disability certificate are also entitled to bus concessions. This concession is available only in local city buses and Uttarakhand roadways buses. The disabled person and his/her escort are both entitled to this concession.

Process:

  • Go to the Social Welfare Office with these documents – disability certificate and address proof.
  • Ask for the bus concession form.
  • Fill the form.
  • Submit the form.
  • After the form is submitted, you will be given a disability card.
  • When buying the ticket show this card to the conductor/person at ticket counter

NOTE:

  1. You must carry this disability card at all times while traveling and this card must be shown to the conductor or person at the ticket counter, while buying the ticket, in order to avail the discount.
  2. The disabled person and his/her escort will have to pay only the amount of tax, which will be approximately 15-20% of the price of the ticket.


Disability pension


Who is entitled to disability pension?

  • A person who has completed 18 years of age, and who has a disability of 40% or more.
  • The person should have a disability certificate.
  • The person should be a resident of the same district in which the social welfare office is situated. For example, in the Dehradun social welfare office, the person must be a resident of Dehradun. (Address proof is necessary)
  • The person should have an income certificate, which states that the monthly income of the person is Rs 1000 or less.
    (In urban areas – The income certificate must be issued by the tehsildaar.)
    (In rural areas – The document stating the income must be written by the gram sabha in its meeting.)

How much pension will be given?

Rs. 600 per month.

How do I apply for my pension?

Along with all the above documents, one must go to the social welfare office and fill out an application form.

Artificial Limbs

For those who are in need of a tricycle, crutches, artificial limbs (Jaipuria foot), spectacles, hearing aid etc, will be given money to buy them. However, the maximum amount that will be given is Rs 3,500.

Incentives for Marriage

If the boy and girl are both disabled, they will be allotted Rs 14,000.
If only one out of the couple is disabled, they will be allotted Rs 11,000.

Loan to set up a Shop

A loan of Rs 20,000 will be given for the setting up of a shop. Out of which, interest will have to be paid @4% on Rs 15,000 only. On the rest Rs 5000, no interest is to be paid.

Scholarship

Children with disabilities and also children of parents with a disability are entitled to scholarships at the rates given below. However, the monthly income of the parents of the children (children with disability or children of parents with disability) must not exceed Rs 2000.

  • For classes 1 to 5: Rs 50 per month
  • For classes 6 to 8: Rs 80 per month
  • For classes 9 and 10: Rs 170 per month
  • For classes 11 and 12: Rs 85 per month
  • For graduation: Rs 125 per month
  • For post-graduation: Rs 240 per month
  • For professional courses: Rs 240 per month.

NOTE: The forms for such scholarships are available at the BSA (Basic Siksha Abhiyan) approved schools and must be filled up and submitted to the school itself. An arrangement for the money to be paid directly into the bank account or post office account is also available.

Assistance for aids and appliances

The ministry of social justice and empowerment offers the ADIP SCHEME (scheme of assistance to disabled persons for purchase/fitting of aids/appliances). This scheme offers the following-

  • Those disabled persons whose monthly income or the monthly income of the family of such person is Rs 6,500 or less, are entitled to get all different kinds of aids and appliances that may be necessary free of cost.
  • Those disabled persons whose monthly income or the monthly income of the family of such person is Rs 9,000 or less, are entitled to such aids and appliances that may be necessary at a discount of 50%.

Employment for the disabled

There is a 3% reservation in the government sector for jobs for persons with disability.

  • 1% reservation for the blind and persons with poor vision.
  • 1% reservation for persons with a hearing disability.
  • 1% reservation for persons with a physical disability or with cerebral palsy.

It is necessary for the disabled persons to get themselves registered in the employment exchange. For such registration, it is necessary for the disabled person to be present along with the following documents:

  • Domicile certificate
  • Disability certificate
  • Education certificate
  • Caste certificate (if the caste is entitled to any reservation such as SC/ST, OBC etc.)
